2. Early Childhood Education: All children deserve access high‑quality, affordable, rigorous, and accountable opportunities for playful, engaged learning.

 

3. Highly Qualified and Diverse Teachers and Leaders: Maryland should recruit, train, and retain culturally responsive, diverse educators, with priority support for the most economically disadvantaged districts.

 

4. College and Career Readiness Pathways: All students should be provided with the supports necessary to properly prepare them for the wide range of post-secondary opportunities.

 

5. More Resources for All Students To Succeed: The state must provide timely, equitable allocation of resources to all students.

 

6. Governance and Accountability: Maryland needs a strong governance system tied to clear outcome metrics for state and local funding, mutual accountability, school‑community partnerships, and improved outcomes across student groups.

 

7. Full Funding: The state must commit to erasing equity and adequacy gaps in resources for Maryland’s public schools.

8. Stakeholder Engagement: Intentional, meaningful engagement of families, students, educators, and community partners must be central to decision‑making.
